I do not choose to be a common man, it is my right to be uncommon if I can.

I refuse to barter incentive for a dole. I prefer the challenges of life to a guaranteed existence, the thrill of fulfillment to the stale calm of Utopia. I will not trade freedom for beneficence, nor dignity for a handout.

Industry Update House and Senate Override Presidential Veto, Competitive Bidding Delayed
President Bush today vetoed HR 6331, "The Medicare Improvements for Patients and Providers Act of 2008," which modifies physician payments under the Medicare program, delays competitive bidding and exempts complex power wheelchairs (Group 3 and higher) and their related accessories from the national competitive bidding program.
To pay for the delay, the legislation subjects the original 10 categories selected for bidding to a 9.5 percent reduction in reimbursements. This afternoon, the House overwhelmingly overrode the veto by a vote of 383 - 41. The Senate, which last week passed the legislation 69-30, also overrode the President's veto by a vote of 70 - 26.
In his veto message, President Bush cited, in part, the delay of the competitive bidding program as one reason for his veto. He also referenced litigation issues associated with delaying the program. HR 6331 allows winning bidders to seek damages from the Federal Supplementary Medical Insurance Trust Fund for revoking their contract awards.
The action now turns to the Centers for Medicare and Medicaid Services, which is charged with delaying the bidding program and making improvements in its implementation now that the delay has been enacted. Information courtesy of NCART. |
